I can't decide if this one's constructive or destructive, so I'll call it
constructive and the heck with it.

This one's quite challenging, because you need to have access to some fairly
high technology.  Given that, a really smart high-school kid could put it
  together.

What I am proposing here may in fact already exist.  I suspect that the CIA
spies on people with this gizmo all the time.  It can go anywhere, because
people have to go everywhere they go.  Umm, that probably requires a bit of
  clarification.

To build the device, you'll need some small, immersible, high-torque motors,
eight high-friction rubber wheels, some springs, a hermetically sealed
capsule, a high-power modulated laser, and about a zillion feet of fiber
optic cable on a spool.  The fiber optics will carry data, but it must also
be bright enough that the detector at the other end can also derive power
from it (as with a solar cell).  Oh, yeah, you'll also need a microphone,
  otherwise there's no point.

Combine all these ingredients, attach the resulting device to the spool of
fiber optic cable, then flush the device down the toilet.

Voila!  You've got a remote-control robot that can slither through drain
pipes, coming up in the washroom of the Russian Embassy (or whoever we wanna
listen to). True, most of the sounds you hear will be quite unedifying and
of limited strategic value, but occasionally you'll hear something
  interesting.

In later models, you could attach a Charged Coupled Device to the front for
full video.  Then we'll see how the Russians really measure up to Americans.
