What I propose below is ILLEGAL. DO NOT DO IT. Do NOT do it! Don't do it.
No. It's illegal! But still ... it would be fairly constructive, sort-of.
Create a chain letter that reads as follows:

Now make 500 copies of that (with 10 fake "solutions" at the bottom) and
mail 'em around. If the letter catches on, post offices everywhere will be
utterly paralyzed by the volume, and the governments of the world will HAVE
to open free data highways to everybody, just to keep the economy from going
belly up! (Since chain letters are very easy to detect as data, the data
highways would be immune to them.)
What? You thought I was just concerned about world peace? Hey, that's just
a side effect. Darn good one, too.
